The package can include one object, a small matching set, a character or environment set, UVs, textures, rigging, basic animation, and LODs. Web delivery uses an agreed GLB or glTF target and should be measured within the actual site.
Low polygon count alone does not guarantee performance. Shaders, materials, textures, animation, scene count, application code, browser, network, and hardware all affect the result.
